Refugees & Recruitment
Refugees provide passive buffs to your account. Every refugee has a base perk, and Purple/Gold refugees also unlock an upgradable perk. The goal is to recruit the useful jobs, then spend upgrade resources only where they give the best return.
What to Prioritize
Your main upgrade targets are Diplomat, Nurse, and Officer. If you are spending refugee resources, keep the order simple: Diplomat first, Nurse second, Officer third.
You should also recruit Butler, Scientist, and all three Instructors for their passive value, but they usually are not where your early upgrade points should go.
Purple and Gold refugees provide both a base perk and an upgradable perk. This table focuses on those tiers because they are the only ones with upgrade scaling.

Each refugee has one core base perk and separate Purple/Gold quality values. To keep the table focused on upgrade-relevant data, the table now shows only Purple and Gold quality rows.

Recruitment Information
Each recruitment board shows 3 refugees. You can recruit up to 3 times from that board, then refresh into a new one. The trick is knowing when a board is worth spending on and when it should be rerolled.

The first refresh after your first recruit is free. You also get a free refresh every 12 hours or at daily reset. There is also a pity mechanic that guarantees at least one Gold/Orange refugee within 10 recruitments.

How Recruiting Odds Work
Recruiting odds are based on the refugees still left on the board. Gold/Orange refugees have weight 1. Purple, Blue, and Green refugees each have weight 2.
Your chance to pull a specific refugee is:
that refugee's weight / total remaining weight
That means Gold refugees are rarer overall, but once one appears on the board, your real pull chance depends on what is still left beside it.
When to Recruit and When to Reroll
If a board has no Gold/Orange or Purple refugee you care about, reroll once it is free. If it has at least one strong target, the first 500-ticket recruit is usually worth taking. The 2000-ticket second recruit is much less efficient, so only buy it when both remaining options are still useful to you.
